David Hester

David Hester serves as the Managing Director for Project Development at the U.S. International Development Finance Corporation. In that role, David manages all aspects of DFC’s project development program, which provides cost-shared, reimbursable funding to share with project sponsors the costs of work needed to make projects eligible for DFC debt financing, equity investment, or political risk insurance. David has managed this program since 2019. Prior to that, David held a variety of positions in government service and the private sector. He received B.A. and J.D. degrees from the University of North Carolina at Chapel Hill and an LL.M. degree from the Georgetown University Law Center.
