Russ Wilcox is the Founder and CEO of ArtifexAI, an AI-powered municipal intelligence platform transforming how cities leverage public data for smarter urban development. He is a contributing analyst to The Jamestown Foundation’s China Brief and The Diplomat, and publishes The Pacific Divide, an intelligence newsletter on the US-China AI race read by Pentagon officials and policymakers.

Wilcox serves as a Pentagon advisor on U.S.-China strategic competition, chairs the Policy Committee of the American Society for Artificial Intelligence, and has briefed both chambers of Congress on AI policy. He is a Track-Two diplomat engaged in informal dialogue with senior Chinese officials on AI governance, and has advised the U.S. State Department and National Security Council on China strategy. He has also served as a UN Civil Society Delegate and an expert witness on AI in federal court.

A three-time World Economic Forum speaker at Davos and Boston University’s Expert in Residence, Wilcox holds a B.A. in Physics with Honors from Boston University and an Advanced Reinforcement Learning Certificate from MIT. He has spent over 16 years in machine learning and AI, and has been featured in Forbes.
